Used Tire Chips As A Loose-Fill Playground Material
There are many advantages to using scrap tire chips for playground material. Some of these are:

• Does not attract moisture

• Clean, non-toxic and does not produce leachate

• Does not attract dogs, rodents or insects

• Economical

• Retards weed growth

• Reduces dust and mud

• Will not rot or decay

• Will last for years

• Reduces playground injury

• Allows greater use of playground days

There has been some concern that the tire chips might pose a fire hazard due to vandalism. According to Stewart Barnes, the Safety Officer for the National Recreation and Parks Association's Playground Safety Committee, the material is not considered to be a fire hazard. Although there are not specifications or regulations on tire chips being used in this manner, he verbally endorsed it as a good substitute for wood chips, sand or gravel.

Also, the Consumer Product Safety Commission's (CPSC0 "Handbook for Public Playground Safety" states that tire chips are a material that could be substituted for wood chips, sand, gravel, etc. It makes no mention of any fire hazards associated with tire chips.

There has also been concern that the tire chips won't have the same shock absorbing qualities of wood chips or sand. The CPSC's "Handbook for Public Playground Safety" states, "There may be other loose-fill materials such as bark nuggets or shredded tires that have shock properties equivalent to those listed." Although the CPSC has not conducted a drop test on shredded tires, they have unofficially been quoted as saying it is an excellent material. The material has been tested by private companies and has shown to be well below the level of concussion for concentrated impact.
